Wildlife in the attic: what PA law says

Scratching overhead at 2 AM in the Lehigh Valley is usually raccoons, squirrels, or bats — the price of suburbs pressed against woods and farmland. And here's what most homeowners don't know: Pennsylvania law strictly controls how and when bats can be handled and excluded — the timing rules are non-negotiable, and most homeowners hire a professional because the lawful windows are narrow, not because the law requires one.

Identify the tenant

Bats: high-pitched chirping at dusk/dawn, staining around gable vents. Squirrels: daytime scampering, gnawed entry holes. Raccoons: heavy nighttime thumping, torn soffits or roof vents. Different animals mean different legal rules and different techniques — identification comes first.

Bats are protected

Pennsylvania protects bats, and federal protections can apply to certain species. You cannot legally trap-and-kill bats, and exclusion (one-way doors that let them leave but not return) can only be done when no flightless young are present — in the windows either side of maternity season — early spring, before pups are born, and typically late summer through early fall, once the young are flying — never during maternity season. A legitimate operator knows these windows; anyone offering year-round bat removal is a red flag.

How exclusion works

Real wildlife work is construction, not pest control: find every entry point (there are always more than you think), install one-way exits, seal everything with animal-proof materials, then clean and decontaminate. Droppings — especially bat guano and raccoon latrines — carry real disease risk and need proper remediation, not a shop vac.

Timing is everything: spring babies mean no exclusion until young can fly. If you discover bats in May, a pro will schedule the work for late summer — that's competence, not stalling. Meanwhile, seal interior gaps so animals can't move from attic to living space.

What it costs

Wildlife exclusion is skilled carpentry plus biology — expect four-figure projects for full exclusion and remediation, varying with roof complexity and contamination level. Get the scope in writing: entries sealed, materials used, guano cleanup included or separate, and warranty terms.
